Some troubleshooting techniques would be:

Replace or test the Ethernet cable with a cable tester
Check the NVR or PoE switch for flashing green/orange lights
Cover the camera lens to trigger IR to verify that the camera is being powered on
Use a PoE injector and connect the camera directly to a computer and use SADP to see If it needs to be activated
